Buy yourself a ship and create your crew...you can go fishing...just explore or fight against other crews(Npc or real player crews)
crew doesn't include you...so if it says 3 crew its you and three more people

(15)Medium Boat - 500,000 ryo - 3 crew - 5 cargo space
(20)Large Boat - 1,000,000 ryo - 6 crew - 10 cargo space
